Background

Brent Council comprises a diverse, multi-site estate that includes multiple public buildings across the London Borough. 

Many of the council’s services and all of its departments are co-located in Brent Civic Centre, which provides a range of community spaces as well as accommodating over 2,400 staff. The centre's key features include exhibition and gallery space, community rooms, a state-of-the-art library, council chambers, landscaped gardens and ‘The Drum’ which hosts conferences, weddings and events.

The site has a significant catering operation, two bars, and flexible space that is integrated into the design to ensure that a full range of events can be undertaken.

Challenges

A key strategic aim for the Civic Centre was to significantly improve the quality of the services offered by the Council to its citizens and to become more efficient through better ways of working and reduced operating costs. 

The first phase of the mobilisation entailed the transfer of 18 Brent Council staff and 77 contracted staff.

The delivery of 24 hour security in a council building accessed by a diverse local population must be reassuring when required yet welcoming and engaging.

The Apleona Solution

Apleona has realigned task frequency while increasing efficiency to save costs, including amplified preventative maintenance which has resulted in a reduction in subcontractor visits. Meanwhile, the training of cleaning staff in IPAF high-access level and window cleaning service level agreements has saved costs on the subcontracting of services. Apleona has also replaced all cleaning equipment to ensure that staff have better with which to meet the new, exacting standards required by the Council.

The caretaking service has expanded in order to support the Council’s technical teams, undertaking tasks that ordinarily may have been subcontracted. In addition, emergency lighting was brought in-house, which saved money both in the short and long term, while money saving initiatives such as low energy lighting and movement censoring were also implemented.

Brent Council and Apleona made a commitment to providing all staff with London Living Wage and the subsequent mobilisation of colleagues into Apleona was undertaken without any significant issues arising.

Our approach for the provision of a strong yet subtle security presence is key and has resulted in regular high-praise feedback from the client.
